How do Agencies use Long Range Acquisition Forecasts?
According to the Office of Naval Research, Long Range Acquisition Estimate (LRAE) acts as an aid for advanced acquisition planning for vendors to gain a better understanding of Office of Naval Research (ONR) requirements.
In addition, it is ONR's policy that small, small disadvantaged, women-owned, HUBZone, veteran-owned and service-disabled veteran-owned small businesses receive a fair and equitable share of the contracts awarded by this activity.
The estimate is a tool that helps the small business community market their technology and services to the cognizant components within ONR. ONR's LRAE includes projects of all anticipated actions above $750,000. Download the current LRAE which includes requirements for both ONR HQ and the Naval Research Laboratory (NRL).
United States Code Title 15, Section 637(A)(12)(C), requires the Department of the Navy to prepare a forecast of expected contract opportunities for next and successive fiscal years and make the forecast available to the small business community.
ONR will fulfill this requirement by publishing this estimate on an annual basis and more frequently as updates become available. The long-range acquisition estimate is for informational purposes only and does not constitute a commitment nor an offer by ONR to fund, in whole or in part, the opportunities identified herein.
What do you do when you discover an opportunity in a Long Range Acquisition Forecasts?
Once your company has identified some potential opportunities in the LRAFs, you can then begin to qualify those opportunities.
This involves researching the agency, understanding the needs of the agency, and developing a capture plan.
As NAVSEA explains, agencies disseminate Long Range Acquisition Forecast (LRAF) and host small business forums to communicate contracting opportunities to the small business community, which includes veteran-owned, service-disabled veteran owned, HUBZone, small disadvantaged, and women-owned small businesses.
Future acquisition forecasts are prepared by a number of organizations within DoD.
Forecasting methodologies vary by service and constitute the best estimate of each. Forecast information is provided for planning purposes and is subject to change.
