The best way to get a federal contracting opportunity Set-Aside for HUBZone companies ... is to REQUEST that the contract be set aside during the Sources Sought market research phase! 

To promote a HUBZone Set-Aside designation, Neil McDonnell recommends the following strategy.


EMAIL

When responding by email to the government on a given opportunity, add the recommended text (shown below) into the body of your email message, in addition to your own content.

RESPONSES

In addition to requesting the set-aside opportunity in your email, place this text on the first page or Executive Summary of your RFI response. It is important to highlight this language – using a box works best. 

BE BOLD!

Make your request bold to ensure the Contracting Officer notices it and that HUBZone requests are recognized.

RECOMMENDED LANGUAGE:

We respectfully request this opportunity be designated as a Competitive HUBZone Set Aside. We have coordinated with the HUBZone Chamber of Commerce to ensure you can have a reasonable expectation that 2 or more HUBZone-certified small businesses will submit a proposal against this RFP, should it come out. These proposals will be from procurement ready firms quoting reasonable market rates.
